‘문화도시’ 이후 도시의 운명: 김해의 법정문화도시 사례 연구

This study examines the case of Gimhae to analyze how Cultural City governance was established and operated under the Cultural City project, implemented under the Regional Culture Promotion Act. Although the project aimed to foster local cultural capacity through citizen participation and temporary central government support, its five-year funding structure raised questions about sustainability after the project period. Focusing on Gimhae as a single case, this study analyzes four dimensions: operational stability, substantive citizen participation, the mediating role of the intermediary organization, and policy linkage and outcome expansion. The findings show that Gimhae built an administrative foundation through ordinance enactment, enabled citizens to participate in agenda-setting and project implementation through the citizens’ council and the “1% autonomous budget system,” and used the Gimhae Cultural City Center as a mediator between citizens and the administration. The case demonstrates that sustainable Cultural City outcomes depend on the organic linkage of citizen participation, intermediary support, and administrative foundations.
