Ensuring Inertia Adequacy in Generation Expansion Planning: Regional Inertia Constraints and Synchronous Condenser Integration

The spatial distribution of renewable energy generation is often imbalanced, which can result in renewable-dominant regions experiencing vulnerability to frequency instability during network separation. Conventional generation expansion planning (GEP) either does not explicitly account for inertia or considers it only at the aggregate system level. This study incorporates regional inertia constraints into GEP and jointly optimizes generation and synchronous condenser (SC) investment. The load duration curve based GEP formulation, with explicit generator commitment modeling, is adopted for the purpose of evaluating inertia contributions based on operating status. The simulation results show that regional constraints are indispensable to ensure adequate SC installation in inertia-deficient regions. Without SC installation, inertia must be provided through additional synchronous thermal generation, which increases the system cost by 3.2% in the benchmark system. © 2013 IEEE.
