서울시 공공임대주택 공급방식의 개선안 고찰 - 영국 Key-Worker 중심 공급정책을 참조 -

초록

This study was carried out to examine the shortage problem of Public Housing in South Korea, which have undergone drastic changes during the urbanization. This study also seeks to find an efficient way to improve the Public Housing Policy, emerging from the conventional policy of choosing the beneficiaries with reference to income level but focusing on the maintenance of urban communities. The U.K.'s Housing Support Policy centered on Key-Worker was reviewed to predict the changes that may take place if a similar policy is applied to establish the criteria of choosing the beneficiaries of Public Housing in South Korea. The spatial scope of the present study was limited to Seoul, which is the representative city of South Korea. The application of the criteria based on Key-Worker policy was estimated to result in a total of 139,703 individual beneficiaries of Public Housing in 10 Essential Public Services, improving the ratio of satisfying the housing need by about 40% in comparison with the conventional criteria of choosing the beneficiaries. In addition, the application of these criteria may ultimately increase the sustainability of urban communities.
