지역주민은 어떻게 예술옹호자가 되는가: 영도문화도시 사례에서 본 중간지원조직과 시민참여

This study examines how local residents transition from participants in cultural arts activities to arts advocates through the Yeongdo Culture City project. In Korea, the cultural arts sector is highly dependent on public funding and vulnerable to political and policy changes. The sustainability of culture and the arts therefore depends on whether residents recognize cultural arts as part of their lived experiences and local agendas. Using a case study approach, this research employed in-depth interviews, participant observation, and document analysis with residents, Culture City Center staff, and local policy decision-makers. The findings show that residents became arts advocates through four stages: interest formation through lived experiences, participation through local networks and institutional outreach, recognition of the legitimacy of cultural arts activities based on trust and self-efficacy, and collective action through civic organization and policy agenda formation. The intermediary support organization mediated residents’ experiences and policy demands. This study reconceptualizes sustainability as a process linking cultural experience to political participation and policy advocacy.
