초록

Urban flooding, a recurring challenge in South Korea, is driven by abnormal rainfall patterns due to global climate change and urbanization. This study, recognizing the urgent need to bolster urban flood resilience, introduces the unique Urban Flood Resilience Function (UFRF). This comprehensive quantitative framework, rooted in the Socio-Ecological Systems (SES) perspective, offers a fresh perspective on the issue. By conducting a conceptual analysis of resilience, vulnerability, and adaptive capacity, the UFRF was developed using a logistic function to capture the dynamic interplay among these elements. The methodology integrates a quantitative approach to establish the Urban Flood Vulnerability Index and the Urban Flood Adaptive Capacity Index, which reflect crucial factors such as exposure, sensitivity, and adaptive capacity. This holistic framework yields practical insights into enhancing urban flood management systems, with a focus on resilience rather than prevention alone. By applying these methodologies, the study presents a systematic pathway to address the escalating climate risks in urban settings. © 2025 IAHR.
